The CEELI Institute is delighted to announce the appointment of Julia Fromholz as its new Executive Director, officially taking the reins from Christopher Lehmann on March 28, 2022.

Julia joins the Institute from Arizona State University’s Sandra Day O’Connor College of Law, where she was a professor of practice and director of the International Rule of Law and Security program in Washington, DC. Prior to ASU Law, Julia worked at the U.S. Department of State, serving as Senior Director for Rule of Law at the U.S. Embassy in Islamabad, Pakistan, and as an advisor to the Under Secretary of State for Civilian Security, Democracy, and Human Rights in Washington. She has also worked with human rights and rule of law organizations in Washington and Phnom Penh, Cambodia. Julia started her legal career clerking for Judge William A. Fletcher on the U.S. Court of Appeals for the Ninth Circuit and then practicing at Keker & Van Nest LLP in San Francisco, California.

"I have been consistently impressed by the knowledge and dedication of the people who make up the CEELI Institute—board members, staff, and supporters. I am honored to have been selected by the board to succeed Chris Lehmann, who leaves a legacy of excellence in programming, collegiality among staff members, and financial stability. And I look forward to working with the remarkable staff of the Institute in our mission to strengthen the rule of law, especially at a time when forces ranging from autocracy to apathy threaten it profoundly. I am grateful to everyone for the warm welcome to the Institute."

We look forward to writing the Institute’s next chapter under Julia’s leadership and guidance.
