After several years of virtual programming imposed by the COVID-19 pandemic, the CEELI Institute was delighted to return to in-person trainings with Indian judges in November. Our current efforts focus on building Indian judges’ capacity to develop and implement judicial curricula on transnational criminal issues including cybercrimes, human trafficking, and terrorism. These projects are based on a strong partnership with the U.S. Federal Judicial Center (FJC) and the National Judicial Academy of India (NJA).
In November and December, we facilitated training-of-trainers workshops for three delegations of Indian judges. The first of those workshops took place in Chennai, India, and the next two in the U.S.—in California, Washington, D.C., and New York City.
During these workshops, the Indian judges met with many U.S. federal judges including Judge Timothy Burgess of the District of Alaska, Judge David Carter of the Central District of California, Judge Zia Faruqui of the District Court in Washington, D.C., Judge Jeremy Fogel (retired) of the Berkeley Judicial Institute, Judge Barrington Parker of the Second Circuit Court of Appeals, and Judge Sidney Stein of the Southern District of New York, all of whom have extensive experience hearing transnational criminal cases.
The Institute will facilitate a second training-of-trainers workshop for each group in India, at the NJA or at one of the state-level academies, early in 2023. The third and final training-of-trainers workshop for each group will take place in the spring of 2023.
