CEELI Institute joins the INCEPT Project!

We are kicking off a New European Project!

We are happy to announce that the CEELI Institute is a part of the EU-funded INCEPT Project. The INCEPT Project is dedicated to enhancing judicial cooperation and the implementation of the European Investigation Order (EIO), particularly in cases involving the interception of telecommunications.

By conducting targeted capacity building initiatives and developing a comprehensive Manual and methodology, INCEPT seeks to bridge gaps in national standards, improve cross-border collaboration, and ensure the correct and effective application of the legal framework.

Who Should Follow the INCEPT Project?

  • Judges & prosecutors to strengthen their knowledge of EIO implementation and telecommunication interception.

  • Law enforcement agencies & investigators to learn about best practices for lawful telecommunication interception.

  • Legal practitioners—including defense lawyers to enhance their awareness of their clients’ rights, procedural safeguards, and EIO implications on the admissibility of evidence.

  • Policymakers & legislators to support the development of harmonized legal frameworks and foster judicial cooperation

  • Academics & researchers to advance their knowledge on judicial cooperation, cross-border investigations, and admissibility of evidence.

Planned Activities

The project will host various interactive events, workshops, and publications to engage professionals. These include national capacity-building trainings in Bulgaria, the Czech Republic, Poland, and Slovenia; international workshops in Bulgaria and Poland; data collection and analysis regarding communication interception within the context of EIO; and creating a manual on cross-border judicial cooperation focused on telecommunication interception. In fall 2026, the CEELI Institute will also hold a final international event in Prague, presenting the INCEPT Manual as well as other products.

The INCEPT Network

This initiative is implemented thanks to the funding of the European Union across several countries: Bulgaria, the Czech Republic, Poland, and Slovenia. The project is carried out jointly by four institutions:
