This publication was developed within a CEELI Institute project supported by the Swiss government and builds on experience gathered through regional judicial communication workshops held in 2025, as well as on best practices identified across the region. It approaches judicial communication as a strategic function, addressing audiences, channels, messaging, crisis and internal communication, the responsible use of social media, and strategies for countering disinformation. The Guidelines also summarize relevant international standards and the case-law of the European Court of Human Rights and are enriched by real-life perspectives from judges, legal professionals, and media experts from the CEE region. The annexes provide practical guidance on organizing public events and preparing for media interviews, making the publication a hands-on tool for judges at all levels, court spokespersons, judicial leaders, and policymakers.
